Workforce Development Guarantee

The TAFE NSW Workforce Development Guarantee is a commitment to invest additional resources in developing staff capabilities linked to competencies from national qualifications. The Sydney Institute implementation of the Workforce Development Guarantee applies to all permanent, temporary staff and part-time casual teaching and administrative and support staff.

Targeted Areas

Sydney Institute is offering a range of opportunities for our staff as part of this commitment. 

These include activities in the following areas:

1 Workforce Services Program

The Workforce Services Program is aimed at the development of a College-based workforce services team. The Workforce Services Program features:

  • work based project identified by College Management and Business Development (key focus areas for growth)
  • Workforce Services Team developing skill and experience to provide solutions to enterprises (2-3 staff members)
  • facilitation of team including mentoring by experienced workforce services practitioner (existing staff at Colleges)
  • professional development support through flexible workshops and a range of learning options
  • recognition services for Workforce Services Teams and mentors including enrolment and assessment of skills and knowledge

The capability requirements of delivering workforce development services to enterprise are encapsulated in a recently developed Statement of Attainment in Business Development in VET. This consists of the four units of competency underpinning the Sydney Institute myBusiness Program:

2 Recognition Services

Recognition Services is aimed at:

a) Staff who have undertaken a range of professional development activities and

b) Staff aspiring to and/or undertaking leadership roles

Conditions:

• the course or Unit of Competency must be related to the five capability areas listed in the red box.

• the staff member must be approved to undertake the process by the Manager Workforce Development

• the staff member must be prepared to undertake a skills analysis, develop an individual learning plan with teaching section representative, undertake a work based project or gap training where necessary and provide evidence for assessment through a recognition process.

Details:

a) Staff who have undertaken a range of professional development activities either inside or outside the Institute and who have gained experience but not received formal recognition.

Participants will be required to undertake a skills analysis, provide evidence, undertake gap training and assessment, if necessary. The priority groups for the initial target for recognition are participants who have undertaken the following programs:

Internal Auditing
This is aimed at staff who have prepared for and participated in a number of quality audits as an auditor or lead auditor. It would be expected that internal auditors would have reviewed designated documentation; identified and developed checklists and audit related documentation; prepared audit schedules; gathered, analysed and evaluated information; and reported findings to a lead auditor.

GVE OTEN trial participants

This is aimed at a group that undertook learning activities based around the skills needed to co-ordinate, organise and facilitate a distance-based learning process.

E-learning /online delivery (under development)

These new skill sets will be suitable for staff who have had experience in the development of elearning resources, online delivery and assessment and faciliation in an elearning environment. The Skill Sets are under development and it is anticipated that they will be available in Term 2 2009. They will be comprised of a number of Business Services and Training and Assessment training package units and organised into three sets:

Participate in elearning Aimed at new or existing VET practitioners/teachers and assessors who want to extend capability in using a wide range of technologies to provide more flexible delivery options to meet the needs of diverse client groups.

b) Staff aspiring to and/or undertaking leadership roles

This may include line managers, supervisors, head teacher, institute manager or other staff who have participated in the myLeadership program or aspirie to take up leadership roles. Many staff engage in formal and informal leadership activities and may act in leadership roles. This group can be formally recognised for their skill and knowledge.

General Processing and Ethical Practice and Conflict of Interest considerations

Workforce Development has an agreement with a number of teaching sections (Ultimo, Petersham and Sutherland) in regard to the process that is applied for the Recognition Services Program component of the TAFENSW SI WDG Initiative.

The enrolment/funding process Head Teachers should:

• write the TWG code in the bottom left hand corner of the application form

• in the white space at top or bottom write something like – TAFE NSW SI WDG Recognition Services Program.

• send a copy of the processed application form to Debra Wheatley and your section’s ledger code e.g. 1/733 and she will arrange a transfer of funds to your section.

The agreed recognition process for the TAFE NSW SI WDG Recognition Services Program requires Head Teachers to:

• Promote a learning recognition pathway and

• Maximise recognition where possible.

• Conduct a 1 hr approx consultation where the evidence requirements are discussed and a Personalised Learning Plan, that might include a work based project, is developed.

• Where necessary, identify a Head Teacher who can act as mentor to the staff member attempting the recognition process.


Where recognition is identified Head Teachers should:

• write in the space at top or bottom of the form something like – TAFE NSW SI WDG Recognition Services Program.

• Ensure that there is a tick in the PLEASE TICK THE BOX IF YOU ARE A TAFE NSW STAFF MEMBER box on the yellow enrolment adjustment form.

17.2 Procedures for managing claims for Recognition by TAFE NSW staff.

Particular care needs to be taken where TAFE NSW employees seek recognition when they are enrolled in a course at the College/Institute where they are also employed. While the Assessor may not perceive any conflict of interest, other people, such as students in the course or other TAFE NSW employees, may not share that perception. The Enrolment Adjustment – Recognition – RPL form contains a tick box which should be completed by TAFE NSW staff when applying for RPL. This tick box alerts the Assessor to the fact that they are assessing another TAFE NSW Staff member. In these cases, the Assessor must notify their supervisor /delegate that they are unable to carry out the assessment due to the potential for the appearance of a conflict of interest.

Ensure that Assessors:

• Hold the competencies that are being assessed and

• Have the training and assessment competencies that are required by AQTF 2007 and the National Quality Council e.g. a Certificate IV TAA or equivalent

• Have been made aware of the DET Code of Conduct and issues around fraud prevention,  ethical practice and conflict of interest

• Follow an appropriate Code of Practice for Assessors (extract from the TAA04 Training Package Assessment Guidelines) The differing needs and requirements of the candidates, the local enterprise/s and/or industry are identified and handled with sensitivity. Potential forms of conflict of interest in the assessment process and/or outcomes are identified, and appropriate referrals are made, if necessary. All forms of harassment are avoided throughout the assessment process and in the review and reporting of assessment outcomes. The rights of candidates are protected during and after the assessment process. Candidates are made aware of their rights and processes of appeal. Personal or interpersonal factors that are irrelevant to the assessment of competence must not influence the assessment outcomes. Evidence is verified against the rules of evidence Assessment decisions are based on available evidence that can be produced and verified by another assessor. Assessments are conducted within the boundaries of the assessment system policies and procedures. Formal agreement is obtained from candidates and the assessor that the assessment was carried out in accordance with agreed procedures. Assessment systems and tools are consistent with equal opportunity legislation. Candidates are informed of all assessment reporting processes prior to the assessment. Candidates are informed of all known potential consequences of assessment decisions, prior to the assessment. Confidentiality is maintained regarding assessment decisions/outcomes and records of individual assessment outcomes which identify personal details are only released with the written permission of the candidate/s. Assessment outcomes are used consistently with the purposes explained to candidates. Self-assessments are periodically conducted to ensure current competence against the TAA04 Training and Assessment Training Package competency standards. Professional development opportunities are identified and sought. Opportunities for networking amongst assessors are created and maintained. Opportunities are created for technical assistance in planning, conducting and reviewing assessment practice and participating in validation.

3 Staff upgrading skills to meet technical or professional qualifications or Institute requirements

This program covers two areas where staff may require an upgrade of existing skills.

a) Legislative or Institute requirements 

Administrative, support or teaching staff required to meet legislative or Institute requirements e.g. Occupational Health & Safety, Records Management and Project Management. These upgrades link to providing a workforce service to Sydney Institute staff and in Semester 1 2009 include:

3641 Business (Record keeping) Statement of Attainment (NRT)

Project Management - BSBCMN419A Manage projects

b)Technical or professional qualifications*

Teachers requiring a technical currency upgrade of their technical or professional qualifications to meet changes to training package delivery and assessment requirements. Areas identified for Semester 1 2009 include: e.g. Fashion Design (CAD), Screen and Media (interactive Digital Media), Childrens Services, Hairdressing (Salon Management).

This program does not cover teachers requiring the Certificate IV in Training and Assessment to comply with AQTF 2007 Standard 1 Element1.4 or to meet the new minimum teacher training standard.


Conditions 

• the staff member must be nominated to undertake the process by their College Director

• the staff member must be prepared to undertake a skills analysis, develop an individual learning plan with a teaching section representative, undertake a work based project or gap training or other learning activity where necessary and provide evidence for assessment through a recognition process.

• the course or Unit of Competency must be related to the five capability areas and contribute towards a nationally recognised qualification that meets the Institutes requirements

and / or

• upgrade a teacher’s technical or professional qualifications to meet revised or new Training Package delivery and assessment requirements*.


* Note: the Certificate IV in Training and Assessment, the new minimum teacher training standard, is not covered by this program.

4 Top up Classes

Where a course is being conducted and vacancies exist within the course, TAFE staff may enrol using the TWG non-payment code provided the competencies align to one or more of the five capability areas of the Workforce Development Guarantee.

Conditions

• The course must be a nationally recognised qualification* and related to at least one of the five capability areas.

• Staff should discuss their interest in enrolling in a course with their line manager/head teacher.

• The staff member should express their interest to be considered to “top up” a class that has not been filled with the enrolling officer of the relevant teaching section.

• Top up places will be offered by the end the second teaching week, subject to availability and sufficient resources.

• The staff member must not displace a fee paying student.

  • Note: the Certificate IV in Training and Assessment is not covered by this program.


It is anticipated that offers may be made from the second teaching week onwards provided places are available.

5 Professional Development Activities

The Workforce Development Unit will offer a suite of professional development workshops, offered flexibly and through a range of learning options, focusing on targeted areas of the key capabilities.

A schedule will be available on SydNet calendar throughout 2009. 

Attending these workshops, participating in workshop activities and collecting specific evidence requirments may provide evidence towards recognition for an individual training package unit or a nationally recognised qualification.

What are the costs?

Under the Workforce Development Guarantee there will be no cost for staff for enrolment in a Sydney Institute TAFE course (in the areas identified above), including where recognition is sought.  You will need to invest time in attendance at workshops and in gaining the knowledge and evidence required for recognition and assessment.
